Did Ragnar Frisch discover input - output economics ?

Ragnar Frisch on various occasions claimed that he had invented input-output analysis in a 1934 paper titled “Circulation planning”. Although prominently published in Econometrica, Frisch’s contribution has hardly been discussed in the input-output literature. Frisch’s paper was an attempt to explain the incapsulating phenomena of economic depressions and thus arose from a different motivation than Leontief’s analysis. This paper aims to clarify what Frisch accomplished relative to Leontief (and implicitly assess his claim). The paper will examine the inventiveness and analytical power of the approach developed by Frisch, and discuss various contexts in which it can be placed in the development of economic thought. The emphasis on distribution rather than on production, which Frisch’s contribution suggest, can be traced back to early attempts at outlining general equilibrium relation. The paper will in this context discuss the roots in the history of economic thought both of Leontief’s inputoutput analysis and of Ragnar Frisch’s circulation approach.
